Position Overview

The Police Captain works under the guidance of the Deputy Police Chief or Chief of Police. The employee performs duties in accordance with the departmental rules and regulations, state personnel and purchasing regulations, state laws, city ordinances, law enforcement code of ethics, the United States Constitution and Bill of Rights and general principles of police work. The employee will monitor subordinates for compliance with the same guidelines. The Deputy Chief or Chief will brief the Captain on any special assignments or unusual circumstances which may occur periodically, providing all pertinent information. This position may be required to work special or emergency assignments with little or no notice at the discretion of the Chief of Police. This position requires driving of a state issued vehicle and requires a valid driver's license on date of hire and throughout employment. 

This position may be required to work non-traditional hours and respond promptly to specialized assignments or emergencies.

Position Description

40 % - Leadership, Operations and Strategic Management

  • Assume responsibility for efficient operation of Patrol, Investigations, or Community Affairs sections.
  • Monitor unit activities and operations; oversee reports for procedural conformity.
  • Receive and resolve routine complaints; verify internal consistency of information.
  • Analyze statistical information to determine scheduling and staffing needs.
  • Direct the section in meeting departmental goals; research and report on departmental projects.
  • Continuously evaluate policy and procedure compliance; recommend changes to improve operations.
  • Maintain knowledge of and contribute to the departmental budget process.
  • Represent section in staff meetings; communicate effectively with the Deputy Chief and Chief.

 30% - Supervisory Leadership and Personnel Management

  • Organize, direct, assign, and review the work of Sergeants and Detectives.
  • Determine resources and time needed by subordinates; coordinate manpower and scheduling.
  • Disseminate departmental policy, instructions, and assignments.
  • Review and approve timesheets; enforce rules and regulations.
  • Provide probationary and annual performance evaluations.
  • Ensure consistency in discipline and regulatory enforcement.
  • Assist personnel in performing duties; ensure adherence to EEO/AA policies.
  • Lead and participate in hiring processes; make recommendations on applicant qualifications.
  • Make personnel‑related recommendations to command staff.
  • Maintain strong communication throughout the chain of command; sustain a positive working environment.

15% - Community and Campus Safety Partnerships, Communications and Public Information

  • Serve as departmental representative on campus traffic safety issues (movement, control devices, ordinances).
  • Maintain relationships with KU Parking & Transit, City of Lawrence traffic officials, and media partners.
  • Provide crime and public‑safety information to media per policy.
  • Establish and maintain professional relationships with KU administrators, faculty, staff, students, and partner agencies.
  • Use effective communication techniques with diverse populations, including those emotionally distressed or from varied cultural backgrounds.
  • Serve on University and community committees.
  • Provide information on police policies, techniques, and procedures to the public and staff.
  • Demonstrates professionalism in all interactions.

15 % - Investigative Oversight, Special Events, Training and Professional Standards

  • Direct and assign Sergeants, Detectives, and Officers to investigate criminal offenses, internal investigations, and sensitive matters.
  • Coordinate activities for special events, athletic events, and interagency law enforcement requests.
  • Oversee training, community education, media functions, and purchasing.
  • Testify in court as required.
  • Provide legal updates, crime trends, and professional information to department personnel.
  • Perform duties of Sergeants/Detectives when needed.
  • Conduct special assignments, including extended or inclement‑weather operations.
  • Interact with community groups to obtain information related to activity on campus.
  • May assume command of departmental operations in the absence of the Deputy Chief or Chief; serve as incident commander during emergencies.

 Position Requirements

  1. Must bea U.S. citizen.
  2. Must be 21 years of age by the time of appointment.
  3. Must possess a valid driver's license by hire date and maintain it throughout employment.
  4. Ability to qualify annually with duty weapon.
  5. Must be in compliance with the University of Kansas Police Department policy: Personal Equipment, Apparel, Appearance and Grooming. 
  6. Successful completion of background check, physical exam, psychological testing and drug screen.
  7. Must be free of convictions, expunged convictions, and diversions for any crimes which are a felony  or its equivalent under the uniform code of military justice imposed by any state or federal government (KSA74-5605).
  8. Must be free of any diversions, convictions and expunged convictions for any misdemeanor crimes of domestic violence or their equivalent under the uniform code of military justice imposed by any state or federal government (KSA 74-5605).
  9. Must be able to perform all essential job functions and not pose a direct threat to the health and safety of self or others.

Physical Requirements

  1. Lift and carry equipment and evidence (up to 50 lbs. occasionally; up to 25 lbs. frequently).
  2. Drag, pull, or carry (150-180 lbs.) a distance of 25-50 feet to simulate rescue/evacuation.
  3. Push/pull objects (e.g. stalled vehicles, doors, obstacles) with sustained effort.
  4. Frequently stand and walk for prolonged periods (up to 8-12 hours per shift) on varied terrain, including stairs, slopes, uneven ground, and in all weather conditions.
  5. Run short and mic-distance (e.g., up to 1/4 – ½ mile) over hilly or obstructed terrain; perform rapid changes of direction during foot pursuits.
  6. Climb and descend multiple flights of stairs carrying duty gear and emergency equipment.
  7. Use physical control/restraint techniques, including grappling, handcuffing, and ground control, which may require kneeling, crouching, twisting, and prone/supine positions.
  8. Enter, exit, and operate patrol vehicles repeatedly during a shift including wearing full duty gear.
  9. Perform fine and gross motor tasks (e.g., operate firearms, Taser/CEW, radios, computer in car/handheld, baton, handcuffs, tourniquets) with both hands, including gloved use in cold weather.
  10. Work in extreme heat/cold, rain, snow, low-light, and high-noise environments.
  11. Sufficient hand/eye coordination and dexterity to use cameras, evidence-collection tools, computers, radios, digital systems, and standard law enforcement equipment.
  12. Ability to sit for extended periods during interviews, surveillance, or computer-based case work.
  13. Must be able to perform all essential job functions safely, with or without reasonable accommodation.

Required Qualifications

  1. High school diploma or GED equivalent and a minimum of five years of commissioned law enforcement work.
  2. Minimum of two years of supervisory experience. 
  3. Certified as a law enforcement officer or ability to be certified without restriction by the Kansas Commission on Peace Officer’s Standards and Training.

Preferred Qualifications

  1. Bachelor's degree in criminal justice or a related field.
  2. Minimum of three years of commissioned law enforcement supervisory experience.

 

Position Overview

The Police Officer at the University of Kansas position is a commissioned law enforcement work with full authority under applicable law. The Police Officer performs duties in accordance with departmental rules and regulations, state laws, city ordinances, law enforcement codes of ethics, the US Constitution and Bill of Rights, and the general principles of law enforcement and police work.  Those who do not have certification as a law enforcement officer in Kansas will be sent to the Kansas Law Enforcement Training Center to complete the required training. The Police Officer regularly conducts criminal investigations, performs searches and seizures, arrests offenders, presents criminal cases to prosecutors for prosecution into district and municipal courts, responds to medical and other emergencies, writes moving traffic violations and assist other local law enforcement agencies. The Police Officer will be briefed by the Police Sergeant on any special assignments or unusual circumstances that exist.  Further duties are outlined in the responsibilities section.

Position Description

 40 % - Patrol, Law Enforcement Operations, and Public Safety Response: 

  • Patrols assigned areas on foot or by vehicle to identify signs of trouble and respond with action appropriate to the situation. 
  • Evaluates observed or suspected violations of law and determines whether to initiate investigations, searches, arrests, or other appropriate actions 
  • Collects, analyzes, verifies, and assesses the consistency and value of information obtained through interviews with persons involved.
  • Makes required notifications as indicated or necessary. 
  • Interviews complainants, witnesses, and suspects 
  • Directs and controls traffic flow and pedestrian movement on campus 
  • Patrols streets and enforces traffic laws and ordinances, issuing traffic citations for moving violations in municipal and district courts as appropriate 
  • Performs traffic enforcement duties that may include multitasking (e.g., operating a vehicle at higher speeds, reading license plates, communicating via radio, and positioning vehicles to provide safety for officer, violator and public safety.)
  • Manages accident scenes by controlling traffic flow, including directing traffic for extended periods and in extreme weather conditions 
  • Investigates traffic accidents by determining cause, photographing scenes, and/or preparing diagrams conditions.
  • Takes appropriate enforcement action related to traffic incidents such as holding safety equipment (i.e. traffic wands) while indicating traffic patterns with arms extended at shoulder height; investigating the cause, which may include photographing and/or sketching diagrams of the scene; and taking appropriate enforcement action. Reports hazardous
  • Reports hazardous conditions as observed
  • Apprehends and/or arrests violators of the law, exercising care to ensure legal and constitutional soundness which may involve pursuing a suspect on foot in extreme climates over hilly terrain or obstacles and/or restraining combative individuals.
  • Takes suspects into custody and completes the booking process. Appears and testifies as a professional witness when summoned
  • Responds to emergency situations, which may involve extreme physical exertion such as running up flights of stairs and carrying necessary equipment; makes immediate decisions based on known facts; initiates immediate action to gain control of the situation; renders necessary aid; and interviews all parties involved. 
  • Operates emergency vehicle safely and within the guidelines established by the department, which could involve driving at high speeds while relaying and receiving pertinent information over excessive background noise. 
  • Exercises all appropriate caution to ensure safety of all concerned and minimum property damage whenever feasible. Renders aid and assistance to citizens and motorists whenever appropriate.
  • Carries out required and appropriate duties when assigned often with short notice and could involve adverse weather conditions and extended hours. 
  • May be required to supervise others in a limited capacity as the situation demands.  Provide training sessions for new officers, when requested. 
  • May be assigned to work special investigations on a temporary basis as deemed necessary by the department. 
  • Performs surveillance operations sometimes in extreme weather and/or extended periods of time without relief.

20 % - Investigations, Evidence Handling, and Case Management

  • Completes written reports in compliance with department procedures. Determines the necessity of report(s) and completes them promptly using the appropriate report forms. 
  • Initiates follow-up reports when a case requires further investigation. 
  • Conducts and assists with investigations; testifies in court; and collaborates with other law enforcement agencies 
  • Locates, collects, handles, and preserves physical evidence 
  • When applicable, marks and packages evidence and ensures that it is properly documented and stored for later examination or court presentation. Reports are to be well organized with narration given in chronological order; concisely written by including all pertinent or required information; easy-to-understand using neat and legible handwriting; and written with correct spelling, grammar, punctuation and word use. 
  • Log, track, and dispose of lost and found property in accordance with departmental procedures. 

 20% Community Engagement, Communication, and Interagency Relations 

  • Establishes and maintains professional contact with University employees, residents and others common to patrol district to obtain cooperation and favorable attitude in the maintenance of order and effective police protection. 
  • Uses a variety of communications skills and special techniques when contacting members of the community who may include groups with beliefs contrary to those of the officer. Also persons who may be emotionally excited; as well as people with varied cultural and educational backgrounds in order to maintain control of situations/interviews while avoiding negative consequences such as, escalating a potentially explosive situation; making unsubstantiated accusations or innuendoes; and/or unnecessarily alarming individuals. 
  • Provides information about police policies, procedures and techniques as they affect the public. 
  • Presents a professional demeanor in accordance with law enforcement code of ethics and a well-groomed appearance in compliance with departmental rules and regulations. 
  • Disseminate information to the public through programs, literature, community events, and personal contacts. 
  • Develop and conduct programs at an appropriate level to groups requesting assistance or when a potential problem is identified. Implement community relationship projects or programs to improve the community’s perception of law enforcement. 
  • Maintain relationships with local community resource groups in order to stay abreast of programs and information that can provide assistance to the department and the University.
  • Listen to the community’s concerns and take steps to assist with those concerns, when possible.  Maintains good relations with other law enforcement agencies.

15% Training and Equipment Management:

  • Develops skills and proficiency in the use of all equipment to include firearms, batons, handcuffs and vehicles. Maintains safe care and control of authorized equipment and vehicles. 
  • Keeps all issued equipment readily available and in good repair. Reports all equipment needs to supervisor as those needs arise. 
  • Maintain an inventory of police department equipment.  In some cases, issue uniforms and other equipment too officers. 
  • Assist with the purchasing process and track purchase orders from the department insuring that purchases meet guidelines set by the department, the University, and State of Kansas. Coordinate maintenance and repair of police vehicles. 
  • Maintains annual law enforcement officer certification as required by state statute. 
  • Qualifies with duty weapons per department policy. 
  • Attends all required departmental training and utilizes such training to its fullest extent. 
  • Keep current on all legal changes and on all departmental activities affecting the proper discharge of duties. 
  • Complies with all laws, rules, regulations, code of ethics and procedures applying to the law enforcement profession. Maintains certification in first aid principles and is skilled in their application.

5% Other duties as assigned

Position Overview

The University of Kansas in Lawrence, Kansas is a major public research and teaching institution of nearly 28,000 students, 2,600 faculty and 3,400 staff.  The campus consists of 858 acres supporting 13 schools, 12 designated research centers/institutes and offers more than 370 degree programs. Reporting to and serving at the pleasure of the Vice Provost for Operations and Chief Human Resource Officer, the Chief of Police is responsible for providing leadership and direction for all operations of the KU Police Department.  The incumbent will formulate a strategic vision and mission for the department, develop policies and make policy and procedural decisions related to the operation and delivery of the department, police services and the security of the University.  The incumbent will implement procedures for enforcement of agency regulations, state and federal laws and local ordinances.

Position Description

35% - Leadership: Assume full management responsibility for all Police Department operations. Direct and manage the development and implementation of departmental goals, objectives, departmental services, operations, policies and priorities. Develop Standard Operation Procedures regarding the conduct of crime prevention and law enforcement activities including field operations, support operations, equipment and property management, public and interagency relations, and standards and ethics. Plan, direct and coordinate the department’s functions including crime prevention operations, criminal investigations and control of criminal intelligence data, traffic enforcement and accident investigation, property and evidence control. Develop and implement interdepartmental policies for discipline, conduct and internal investigations. Direct, supervise, motivate and provide leadership to department staff. Commitment to creative a diverse workforce that contributes to a campus wide culture of care and helps everyone in the KU community feel like they belong.

25% - Internal and External Collaboration: Establish and maintain professional relationships with University administrators, employees and students. Provide information about departmental policies, procedures and techniques as they affect the public. Present a professional demeanor to the public. Consult and coordinate with other law enforcement agencies. Serve as a model of excellence and support, promote and emulate the University’s core values of excellence, collaboration, inclusiveness, respect, innovation and integrity. Act as liaison with the key stakeholders.

15% - Fiscal Management: Develop and administer the department’s budget. Approve purchase requests and expenditures and implement budgetary adjustments as appropriate and necessary. Ensure that department equipment and technology replacement cycle is fiscally sound and that the Police Department has state of the art tools to apply against the department mission.

15% - Compliance: Maintain annual law enforcement officer certification as required by state statute. Comply with all laws, rules, regulations, code of ethics and procedures applying to the law enforcement profession.

10% - Planning. Prepare, recommend and implement the Police Department component of strategic plans to meet the University’s current and long-range needs. Review all significant reports, plans and documents drafted by staff members. Direct the writing of new rules and regulations and/or proposals for new programs or projects. Monitor legislation that affects the department.

Required Qualifications

  1. Bachelors Degree in Police Science, Law Enforcement, Criminal Justice, Public Administration or a related field.
  2. Ten years of experience in commissioned law enforcement work with at least five years of progressive advancement in supervisory and administrative capacities.
  3. Hold and maintain all required police and National Incident Management System (NIMS) training certifications.
  4. Demonstrated ability to communicate effectively, both orally and in writing as evidenced through application materials, interview, and references. Experience in making public statements as necessary in a law enforcement capacity.
  5. Supervisory experience.
  6. Five years of progressive experience in managing, directing, and/or organizing a large organization or unit.
  7. Experience in handling and responding to sensitive University, community and organizational issues, concerns and/or needs.

Position Requirements:

  1. This position requires the use of firearms for law enforcement duties and therefore candidates cannot have been convicted or and must be free of any diversions from a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. 922 (d)(9) and (g)(9).
  2. Must be a U.S. citizen.
  3. Must be 21 years of age.
  4. Must have an unrestricted Kansas driver’s license (corrected vision acceptable.
  5. Must complete background check, physical and psychological testing and drug screen for new hires (certified positions).
  6. Annual firearms qualification (certified positions).
  7. Certified as a law enforcement officer or the ability to obtain certification by the Kansas Law Enforcement Training Center (KLETC).
  8. Must be able to perform all the essential job functions and not pose a direct threat to the health and safety of self or others.

Preferred Qualifications

  1. Completion of Advanced Education in a law enforcement field.
  2. Completion of FBI National Academy.

Position Overview

The Deputy Chief works independently with little or no direct supervision and is held responsible for the efficient operation of their assigned Division.  The employee performs duties in accordance with departmental rules and regulations, state personnel, purchasing regulations and laws, city ordinances, law enforcement code of conduct and ethics, the United States Constitution and Bill of Rights and the general principles of law enforcement and police work.  The employee will monitor subordinates for compliance with same.  The Deputy Chief will brief the Chief of Police on any special assignments or unusual circumstances which may occur from time to time as well as any department issues or events providing all pertinent information.  The Deputy Chief may be designated to perform the duties of the Chief and serve as Acting Chief of Police in the Chief’s absence.

20% - Organize, direct, assign and review the work of the Division employees. Determine time and resources to be expended by subordinates.  Disseminate department policy, instructions and assignments to first line supervisors. Coordinate manpower allotments and scheduling with shift supervisors.  May need to fill in for schedule vacancies and perform other duties as assigned to assist with staffing coverage as needed. Review timesheets and forward them to the departmental payroll person.  Enforce department rules and regulations.  Provide probationary and annual performance evaluations for subordinates.  Ensure conformity in regulation enforcement and in proper discipline.  Actively assist personnel in the performance of their duties.  Comply with EEO/Affirmative Action principles and policies in all areas of staff responsibility.

10% - Establish and maintain professional relationships with University of Kansas Administrators, Faculty, Staff, Students, KUPSO employees and other law enforcement agencies.  Use a variety of communication skills and techniques when contacting and communicating with members of the KU community treating all fairly and with dignity and respect.  Serve as a positive role model for the department with an internal focus on mentoring employees and promoting high morale.  Serve on various university and community committees. Provide information upon request about police policies and procedures or law enforcement techniques as they can affect public interaction and support.  Provide information to staff and department personnel concerning crime trends, updated legal information, current police methods and KU current events.  Present a professional demeanor and well-groomed appearance to the public.  Appear and testify in court as a professional witness, when summoned.  Monitor the application of the current Memorandum of Agreement and represent the Police Department during negotiations with the bargaining unit. Comply with all laws, rules, regulations, codes of ethics and procedures applying to the law enforcement profession.

10% - Carry out all required and appropriate duties as assigned.  May be assigned to work special assignments, as deemed necessary by the department that may subject employee to extreme weather and/or extended periods of time without relief.  May be designated as in charge of department operations and, as such, will perform the normal duties of the Chief in the Chief’s absence.  Assume site command in emergency situations, establishing operational control to direct other agencies, analyzing the situation and adopting a prompt, effective and reasonable course of action. 

10%-Acts as the primary media representative for the Police Department as assigned by the Chief of Police. Maintains and establishes professional relationships with local and regional media representatives in order to facilitate the flow of information. Provides appropriate, timely information on crime and other police matters to the media, according to department policy.

5% - Act as the department’s representative on issues related to traffic safety on campus, such as traffic movement, traffic control devices and municipal traffic and ordinances as assigned by the Chief of Police.  Maintain and establish relationships with KU Parking and Transit and the City of Lawrence in order to address issues of mutual concern.

5% - Maintain law enforcement certification by state statute and other certifications, as appropriate and/or required.  Qualify with duty weapon annually.  Develop skill and proficiency in the use of all equipment to include firearms, batons, handcuffs and vehicles.  Ensure department personnel receive proper training to keep up-to-date and proficient on changes in law, policy and/or procedures.  Keep abreast of issues and other information affecting the proper discharge of duties.  Monitor progress of new officers in field training assisting as necessary. Act as the Administration Liaison to Field Training Program.

5% - Lead and select members of the review/interview board for Police Officer positions. Make personnel related recommendations to the Chief of Police concerning employee qualifications, hiring, screening procedures and manpower levels.

5% - Coordinate with all units within the department to ensure a smooth running operation.  Information gathered is disbursed to the Chief, and subordinates.  Maintain good working relationships with department personnel. Coordinate command management of security at major University events.

Position Overview:

The Police Sergeant works under the guidance of the Captain, Deputy Police Chief, and Chief of Police. This position is responsible for the efficient operation of patrol, investigations and community affairs while providing the proper direction of Detectives/Police Officers in the performance of their duties. This position performs duties in accordance with departmental rules and regulations, state personnel regulations, state laws, city ordinances, law enforcement codes of ethics, the U.S. Constitution and Bill of Rights, and general principles of police work, and monitors subordinates for compliance with same. The Deputy Chief and/or Captain will brief the Sergeant on any special assignments or unusual circumstances, which may occur from time to time, providing all pertinent information. Manages the Emergency Communications team and provides direct supervision of the Emergency Communications supervisor who oversees the daily administration of the unit which is responsible for 24 hour, 7 days a week, emergency communications for law enforcement personnel, fire and medical services, University maintenance and support departments, and handle 9-1-1/emergency phone operations.   Ensures unit operates in compliance to all federal, state, county and university laws, regulations and policies.  Develops training curriculum and ensures national testing requirements are met by all staff.  Serves as a liaison with the city of Lawrence in relationship to integrated 911 systems and dispatch response.  Serves on the Public Safety Management team and is responsible for the development of internal and external reporting requirements and development and/or implementation of new University or federal policies including but not limited to the Federal Communications Commission and National Crime Information Center.

Ensures staff have an up-to-date working knowledge of Federal Communications Commission (FCC) rules and regulations pertaining to radio communications and maintenance of logs, National Crime Information Center (NCIC) formats, National Law Enforcement Telecommunications systems (NLETS), Kansas Criminal Justice Information System (KCJIS), and Regional Justice Information system (REJIS) rules and regulations. Ensure that subordinates are knowledgeable and in compliance with FCC rules and regulations in the performance of their duties. Ensure that FCC, University, and departmental policies concerning radio, telephone, alarm systems and telecommunications are adhered to by all section personnel. Receive, investigate and resolve complaints and inquiries from employees, citizens and other agencies regarding services provided, including compiling audio recording of incidents. Serve as the center's liaison with user agencies to resolve operational problems and concerns.  Serve as the secondary National Crime Information Terminal Officer and/or Security Officer.

Direct, evaluate and assist in setting policy for and management of the 24-hour Communication Center’s operations that serves as the Public Safety Answering Point (PSAP) for the University, ensuring that the radio and telephone needs of the community are met at a high level.   Tools include a county-wide shared radio system, telephone systems (911 and administrative) and University-wide fire and intrusion alarm system.  In concert with the Public Safety Administrator, develop, recommend and implement new and revised policies, procedures and work methods based on user needs and service provider requirements.

35%  Systems

Provides lead oversite of all communication, telecommunication, and equipment purchase, testing, and maintenance to ensure effective operation.  Works as a liaison with Central IT services as it relates to University policies, serve support or connectivity.  Researches new products for applicability across all Public Safety units and works with purchasing and leadership on the development of RFP’s or contract.  Responsible for fully supporting all related technologies including but not limited to maintenance, upgrades, communication with software vendors, training to users, and ensuring that systems are operational and data is being captured as designed and secured. 

Oversee the implementation of operational directives to ensure efficient operations. Provide technical project oversight and management; troubleshoot technical problems.  Prioritize problems based on their severity and urgency, test and repair equipment and/or contact vendors; follow-up with vendors and IT managers to ensure prompt problem resolution. Oversee CAD (Computer Aided Dispatch) system and other related equipment to include working knowledge of associated Reporting systems.  Monitor systems efficiency to ensure timely resolution of technical problems. Maintain KCJIS connectivity and workstations associated with KCJIS and reports problems to the NCIC agency TAC. Attend conferences, conventions and other various meetings to ensure continuous education and knowledge of state, regional and national trends in 911 technology, policies and procedures. Act as a liaison for communications needs and training. Perform Communications Center operational duties, as necessary, in major emergencies or incidents.

20% Records Management

Manages and oversees the Records division and related staff to ensure all privacy laws, regulations and policies are enforced across the department for release and dissemination of any criminal history record information.  Responsible for all record keeping communications in various formats. Provides reporting to federal, state and university as required.  Ensures retention is accurate and is filed according to schedule.  Resolves any requests or inquiries regarding confidential or sensitive information.

5% Other Duties as Assigned.

Required Qualifications:

  • Bachelor’s degree in a related field and five years of related professional experience
  • Three years’ experience as a communications specialist or equivalent in a 911 environment.
  • Hearing must be correctable to a range that will allow normal radio and telephone conversation with field units. Must submit to a hearing examination.
  • Vision must be correctable to a range that will allow reading of computer display terminals, maps, and printouts quickly and accurately. 
  • Must be a U.S. citizen and 21 years of age.
  • Must be available for 24-hour on-call response to support emergency situations.

Work involves organizing, directing, assigning, and reviewing the work of the Emergency Communications Specialist who are transmitting and receiving messages and alarms on digital trunked and conventional two-way radio systems, who maintain continuous operation of 24-hour radio stations; recommending and implementing new operating procedures and directives; training new personnel in the operation of communications equipment; reviewing and maintaining, in current form, all operating manuals and administrative procedures; operating a base station, mobile unit, two-way radio on a backup or fill-in basis; and maintains section logs, as well as answering routine requests for statistical information. This employee performs duties in accordance with department and state personnel policies and regulations, Federal Communications Commission regulations, and National Crime Information Center policies while enforcing department and personnel rules and regulations. Participates in the Emergency Communications Specialist interview portion of the hiring process. 30% - Assists with normal and emergency communications operations. Operates a base station, mobile unit when needed. Maintains considerable knowledge of the workings of equipment utilized in the Emergency Communications Center. Makes necessary notifications on equipment problems and handles repair requests, assisting employees in performing minor repairs. Maintains all communications audio recordings. Notifies the Section Manager on major maintenance problems or equipment failures. Performs all Emergency Communications Specialist duties as outlined in the position descriptions of the Emergency Communications Specialist.

20% - Oversees the Emergency Communications Center’s training programs for new and current employees; ensures training activities are provided, documented and in coordination with centers operational policies and procedures. Implements and monitors employee work plans to achieve department goals and objectives. Locates, documents and creates continuing dispatcher education needed for re-certification. Assists direct reports with re-certification process and ensures compliance in all disciplines. Oversees the section’s reference material to include but not limited to university banning letters, protection from abuse orders and written logs. Oversees the Emergency Communications Center’s NCIC training and records compliance to include but not limited to record validation, entry, modification, clearance and cancellation. Maintains all user training and certification documentation. Serve as a secondary NCIC TAC (Technical Agency Contact).

  • Must be certified or able to certify as an APCO CTO (Communications Training                 Officer)

Position Description

All duties are performed in accordance with department and state regulations, Federal Communication Commission regulations and the National Crime Information Center policies.  Responsibilities include:

25% - Utilize multiple computer systems to include computer-aided dispatch (CAD), telephones, alarms and emergency notification systems. Make rapid, accurate and complete data entries. Follow established policies and procedures. Report software/hardware problems to the supervisor and perform minor adjustments and basic maintenance. Monitor and/or operate alarm systems to include intrusion, fire, armed robbery, anti-theft, National Weather Service and Civil Defense warning systems. Route emergency information to proper personnel.

20% - Operate a radio base station sending and receiving messages with emergency service personnel and agencies in accordance with FCC regulations and established procedures. Hear and understand the content of simultaneous/multiple voice transmissions while monitoring multiple radio frequencies to include University of Kansas Police Department, Lawrence Police, Lawrence-Douglas County Fire and Medical, Douglas County Sheriff, Kansas Highway Patrol and other University departments. Identify frequencies by observing multicolored light indicators on the radio console or hearing and distinguishing voices and/or tones. Use proper methods of transmitting that involves activating buttons located on the radio console and relaying information to responding units and shift supervisors in an accurate and concise manner. Log pertinent information and monitor the status and location of on-duty units. 

20% - Answer police department telephone business lines, administrative lines and 911 emergency lines for the University. Use proper communication techniques in answering inquiries dealing with complaints. Prioritize by importance.  Uses communication techniques to calm excited and/or verbally abusive callers to gather incident specific data. Dispatch emergency services to include police, fire and medical, as needed. Make telephone notifications to personnel and administrators relaying pertinent information, as appropriate or as requested. Log telephone calls as required.  Manages a text telephone for TTY/hearing impaired.

15% - Operate a highly technical data transmission and retrieval computer using proper codes to send, relay and receive information from other criminal justice agencies. Use appropriate computer codes, formats and policies. Provide general information, as requested, by emergency service responders, administrators and the general public. 

10% - Coordinate communications in routine and emergency situations. Manage the total communication operation that frequently involves multi-tasking the following: answer and prioritize multiple phone calls; rapid and independent dispatch decisions based on appropriate rules, regulations, policies and procedures; monitor and record in a computer data base radio transmission system; coordinate emergency response units. Ensure established deadlines are met, as applicable. Maintain logs, records and reports in conformance with appropriate policies and procedures. 

5% - Participate in training as directed by supervisor and/or the department. May be requested to work special/emergency assignments including but not limited to major crime scenes, large University events and/or disaster sites.  May assist the public by providing information concerning the University, department policies/procedures and job-related topics.

Provide immediate action where violations occur. Provide the first step in taking any corrective personnel action involving a subordinate. Provide probationary and annual performance evaluations for all subordinates. 20% Perform, when necessary for proper unit operations, the duties of a Security Officer.  Assist subordinates in emergency and complex situations. Complete internal incident reports. Review and approve subordinate’s internal incident reports and distribute internal incident reports to appropriate stakeholders. Assist subordinates in locking/unlocking buildings, opening/closing for reservations and other time-related duties. During emergencies and special events, the Security Supervisor may work a non-supervisor post while assisting police or other emergency agencies. Must know and be capable of performing all assignments, routines, and duties of a Security Officer and must know how to operate and demonstrate appropriate operation of radios, vehicles, computers and other unit equipment in a legal and appropriate manner. Responsible for all departmental equipment, uniforms and supplies issued to the individual Security Officer.

15% Establish and maintain professional contact with University employees, students, and others on campus and to obtain cooperation in providing safety and security for the University community. Act as a resource for information on unit operations, in particular, and campus safety, in general.  Work with the University to identify CCTV, alarms and access needs as requested including such things as alarm components and other various technologies. Coordinate preservation of CCTV footage from incidents with Public Safety Manager, coordinate delivery of CCTV footage to valid requestors. Stay current on industry standards and the technology available. 

 

10% Review and approve time for payroll submission in  HR/Pay; input security logs information in the computer system for statistical and analysis purposes; prepare a variety of university, state, and internal forms for repairs, purchases, maintenance and personnel actions; provide information form inspections for support of a campus building database; handle reservations; respond to non-personnel and personnel complaints; inspect and maintain equipment/supply inventories either in general use or held by other unit personnel; inspect and oversees the repair and replacement of unit issued equipment and uniforms; and becomes directly involved in the day-to-day repairs, maintenance, and/or transportation of equipment/supplies for use by subordinates and the unit. Through knowledge in these areas, provide recommendations directly to the immediate supervisor on budget and personnel related matters. Represent the section on internal and external committees, as assigned.

 

10% Attend all required training courses and utilize that training to enhance the operation of the unit. Keep up-to date on current internal and external security issues, procedures and equipment for recommendations on operational changes. Develop and schedule training for external security issues, procedures and equipment for recommendations on operational changes. Develop and schedule training for subordinates in support of the operation; provide training for new employees and provide training on a variety of topics for all employees. Act as a resource for information and proper response in security and safety methods. Capable of providing proper training for other University staff on a variety of safety and security topics upon request.

Act as a resource for information on unit operations, in particular, and campus safety, in general. Work with the University to identify CCTV, alarms and access needs as requested including such things as alarm components and other various technologies. Coordinate preservation of CCTV footage from incidents with Public Safety Manager, coordinate delivery of CCTV footage to valid requestors. Stay current on industry standards and the technology available.

10% - Review and approve time for payroll submission in HR/Pay; input security logs information in the computer system for statistical and analysis purposes; prepare a variety of university, state, and internal forms for repairs, purchases, maintenance and personnel actions; provide information form inspections for support of a campus building database; handle reservations; respond to non- personnel and personnel complaints; inspect and maintain equipment/supply inventories either in general use or held by other unit personnel; inspect and oversees the repair and replacement of unit issued equipment and uniforms; and becomes directly involved in the day-to-day repairs, maintenance, and/or transportation of equipment/supplies for use by subordinates and the unit. Through knowledge in these areas, provide recommendations directly to the immediate supervisor on budget and personnel related matters. Represent the section on internal and external committees, as assigned.

The Security Supervisor is responsible for providing leadership and the efficient supervision for the Security Section through proper leadership and guidance of Security Officers in the performance of their duties. Effective clerical and administrative skills are necessary for this position. The Security Officer at the University of Kansas position is responsible for securing locks on buildings and rooms in academic and business facilities at the KU Edwards Campus, located in Overland Park, KS. The Security Officer will provide patrol inside the facilities and throughout the Edwards Campus by reporting security, maintenance and code compliance problems. This position supports the University of Kansas Police Department in a non-law enforcement capacity during emergencies and major events. This position requires extended walking and stair climbing.

Position Description

35% - Make regular inspection tours of assigned buildings which may require walking long distances and climbing stairs in a variety of conditions. Complete inspections of assigned route(s), check assigned buildings and be observant anywhere on campus, reporting maintenance, code, as well as criminal and non-criminal matters that require attention. Security Officers will ensure buildings are locked or unlocked according to the daily schedule and/or reservations, checking doors, windows and gates for the appropriate security of the campus. Maintain an awareness of route information such as building hours, on-going maintenance problems as well as fire and intrusion alann status. Recognize routine problems and take appropriate action. May be assigned to monitor CCTV cameras.

20% - Safeguard the University against hazards, safety issues and property damage. Detect audible alarms such as fire, intrusion or trouble and immediately report available information from alarm panels. Take appropriate action for problem areas or unsafe conditions such a faulty wiring or malfunctioning stairwell lights. Inspect University buildings to assist with utility conservation. Tum off unnecessary lights, electrical equipment, water faucets, etc. Report criminal or suspicious activity to proper authorities when these activities discovered. Take prompt action to eliminate immediate danger to life or property.

20% - Respond immediately and provide building access during emergency situations in assigned areas. Assist in building evacuation when necessary, especially in case of fire/fire alarms. Assist in perimeter control, when necessary, which may involve exposure to extreme weather conditions and standing for extended periods of time. Report life threatening conditions and/or property loss/damage to proper authorities. Provide assistance in accordance with training, common sense and stand by as needed until help arrives. Carry-out all required and appropriate duties as needed or assigned. May be assigned with little to no advance notice to work special assignments.

5% - Complete and submit accurate activity logs, maintenance reports and timesheets in accordance with departmental procedures in a timely manner. Record, log and report detailed information such as security lapses, unauthorized persons and other related activities in a well organized, easy to understand, accurate, concise format with all pertinent or required information included.

5% - Remain knowledgeable of state fire codes, University safety guidelines and policies governing University buildings. Attend, aid and/or participate in training as required by the supervisor or department. Assist in section orientation for new personnel as required. May conduct training of new security officers, submitting progress reports to the supervisor.

5% - Maintain proper care and control of department equipment and vehicle. Utilize security vehicles in accordance with traffic ordinances and department policy. Use proper radio techniques and procedures. Maintain a working knowledge of identification and proper use of the various types of keys and locking devices, taking special care with building keys issued in order to perform assigned duties. Keep all issued equipment readily available and in good repair. Report all equipment needs and issues to a supervisor as the need arises.

5% - Perform security responsibilities at special events including, but not limited to, basketball and football games. May be required to work on various assignments to include, but not limited to, Kansas Athletics, Spencer Museum of Art, and academic buildings on Lawrence and Edwards campuses.
