Position Requirements
- Must be 21 years of age within three months of hire.
- Must be U.S. citizen
- Must be able to obtain an unrestricted Kansas driver's license (corrected vision acceptable)
- Must be free of convictions, expunged convictions, and diversions for any misdemeanor crimes of domestic violence or their equivalent under the uniform code of military justice imposed by any state or federal government (KSA 74-5605).*

Disqualification List
- If military service has been rendered, your DD214 must reflect a separation code and a Honorable Discharge or an Under Honorable Conditions (General) Uncharacterized discharges are reviewed on a case by case basis.
- Applicants may be eliminated from the process if hey have not fully disclosed ALL information requested.
- Applicants WILL be eliminated from the process if they have falsified, intentionally misrepresented, or have not been completely truthful on a questionnaire, document or application as part of the pre-employment process.
Applicants will be permanently disqualified for the following if:
- Has been convicted , expunged or received diversion on any state, municipality or federal misdemeanor crime of domestic violence or its equivalent under the Uniform Code of Military Justice.
- As an adult or juvenile (17 years old or younger), has been involved, convicted, expunged or on or after July 1, 1995, been placed on diversion by state or federal government for a crime which is a felony (includes sale of illegal or prescription drugs) or its equivalent under the Uniform Code of Military Justice.
- As an adult or juvenile (17 years old or younger) may not have been convicted of a crime involving an act of dishonesty.
Applicants may be temporarily disqualified for the following:
- Must not have sold or manufactured any controlled substance within the past ten years.
- Must not have used or possessed any felony level drug or controlled substance, i.e. cocaine, LSD, hashish, mushrooms, K-2, peyote, ecstasy, heroin, opium, methamphetamine, etc. within the past five years of date of application.
- Convictions, diversions, expungements, or involvement in any misdemeanor crimes of violence, use of physical force or threats within the past five years of date of application.
- Convictions, diversions, expungements or involvements in the misdemeanor crimes within the past three years of date of application.
- Convictions, diversions, expungements or involvement in any misdemeanor crimes involving morals or weapons charges within the past five years of date of application.
- Must not have used, bought or possessed marijuana within the past one year of date of application.
- Must not have been convicted of, plead guilty or no contest to, or have been diverted on a serious traffic violation within the past three years of date of application. Serious traffic violations to include, but not limited to DUI, reckless driving, hit and run, and eluding a police officer.
- Must not have received three moving violations during the past year or been involved in two accidents for which they were at fault during the past year.
- Must not be currently charged with, under indictment or on probation for any criminal activity other than minor traffic violations.
- If previous law enforcement experience has been rendered, must not have a sustained violation of dishonesty to include but not limited to, lying, falsifying reports or documents, illegally obtaining narcotics, courtroom testimony/credibility.
The above situations may also be grounds for permanent disqualification depending on the above circumstances.
**This list is not all inclusive. An applicant may be permanently or temporarily disqualified if the totality of their overall conduct or character demonstrates an undesirable behavior pattern including, but not limited to, dishonesty and/or integrity issues, motor vehicle violations, employment termination, financial problems, theft and/or a combination of such conduct or activities indicating that he/she is not suitable as a police employee.**
Position Overview:
University Police Officers perform commissioned law enforcement work with full authority under applicable law. The employee performs duties in accordance with departmental rules and regulations, state laws, city ordinances, law enforcement codes of ethics, the US Constitution and Bill of Rights, and the general principles of law enforcement and police work. Those who do not have certification as a law enforcement officer in Kansas will be sent to the Kansas Law Enforcement Training Center to complete the required training. Police Officers regularly conduct criminal investigations, perform searches and seizures, arrest offenders, present criminal cases to prosecutors for prosecution into district and municipal courts, respond to medical and other emergencies, write moving traffic violations and assist other local law enforcement agencies. Police Officers will be briefed by Police Sergeants on any special assignments or unusual circumstances that exist. Further duties are outlined in the responsibilities section.

Position Description:
30 % - Patrols, on foot or by vehicle, assigned areas for signs of trouble and responds with action appropriate to the situation. Considers circumstances of an observed or suspected violation of law and determines whether to initiate an investigation, a search, an arrest, or any other applicable action. Becomes involved in investigations, testifies in court, and confers with other law enforcement agencies. Collects, analyzes and verifies information from interviews with persons involved. Assesses consistency and value of information received. Makes notifications as indicated or needed. Locates, collects, handles and preserves physical evidence. Interviews complainants, witnesses and suspects. Directs and controls traffic flow and pedestrian movement on campus. Patrols streets and enforces traffic ordinances and laws, issuing traffic citations for moving traffic violations into municipal and district courts as appropriate. Enforcement of traffic laws may involve multi-tasking to include driving a vehicle at higher speeds while reading car registration plates; relaying that and other pertinent information on the radio; receiving and monitoring radio traffic; and positioning vehicles to provide for officer, violator and public safety. Manages accident scenes by controlling traffic flow, which may include directly traffic for extended periods of time in extreme weather and holding safety equipment (i.e. traffic wands) while indicating traffic patterns with arms extended at shoulder height; investigating the cause, which may include photographing and/or sketching diagrams of the scene; and taking appropriate enforcement action. Reports hazardous conditions.
20 % -Completes written reports in compliance with department procedures. Determines the necessity of report(s) and completes them promptly using the appropriate report forms. Initiates follow-up reports when a case requires further investigation. When applicable, marks and packages evidence and ensures that it is properly documented and stored for later examination or court presentation. Reports are to be well organized with narration given in chronological order; concisely written by including all pertinent or required information; easy-to-understand using neat and legible handwriting; and written with correct spelling, grammar, punctuation and word use. Log, track, and dispose of lost and found property in accordance with departmental procedures. Disseminate information to the public through programs, literature, community events, and personal contacts. Develop and conduct programs at an appropriate level to groups requesting assistance or when a potential problem is identified. Implement community relationship projects or programs to improve the community’s perception of law enforcement.
10 % -Apprehends and/or arrests violators of the law, exercising care to ensure legal and constitutional soundness which may involve pursuing a suspect on foot in extreme climates over hilly terrain or obstacles and/or restraining combative individuals. Takes suspects into custody and completes the booking process. Appears and testifies as a professional witness when summoned. Assist with the law enforcement training mission of the department.
10 % - Responds to emergency situations, which may involve extreme physical exertion such as running up flights of stairs and carrying necessary equipment; makes immediate decisions based on known facts; initiates immediate action to gain control of the situation; renders necessary aid; and interviews all parties involved. Operates emergency vehicle safely and within the guidelines established by the department, which could involve driving at high speeds while relaying and receiving pertinent information over excessive background noise. Exercises all appropriate caution to ensure safety of all concerned and minimum property damage whenever feasible. Renders aid and assistance to citizens and motorists whenever appropriate.
10 % - Establishes and maintains professional contact with University employees, residents and others common to patrol district to obtain cooperation and favorable attitude in the maintenance of order and effective police protection. Uses a variety of communications skills and special techniques when contacting members of the community who may include groups with beliefs contrary to those of the officer. Also persons who may be emotionally excited; as well as people with varied cultural and educational backgrounds in order to maintain control of situations/interviews while avoiding negative consequences such as, escalating a potentially explosive situation; making unsubstantiated accusations or innuendoes; and/or unnecessarily alarming individuals. Provides information about police policies, procedures and techniques as they affect the public. Presents a professional demeanor in accordance with law enforcement code of ethics and a well-groomed appearance in compliance with departmental rules and regulations.
5 % - Develops skills and proficiency in the use of all equipment to include firearms, batons, handcuffs and vehicles. Maintains safe care and control of authorized equipment and vehicles. Keeps all issued equipment readily available and in good repair. Reports all equipment needs to supervisor as those needs arise. Maintain an inventory of police department equipment. Is some cases, issue uniforms and other equipment too officers. Assist with the purchasing process and track purchase orders from the department insuring that purchases meet guidelines set by the department, the University, and State of Kansas. Coordinate maintenance and repair of police vehicles.
5 % - Maintain relationships with local community resource groups in order to stay abreast of programs and information that can provide assistance to the department and the University. Listen to the community’s concerns and take steps to assist with those concerns, when possible. Maintains good relations with other law enforcement agencies.
5 % - Maintains annual law enforcement officer certification as required by state statute. Qualifies with duty weapons per department policy. Attends all required departmental training and utilizes such training to its fullest extent. Keep current on all legal changes and on all departmental activities affecting the proper discharge of duties. Complies with all laws, rules, regulations, code of ethics and procedures applying to the law enforcement profession. Maintains certification in first aid principles and is skilled in their application.
5 % - Carries out required and appropriate duties when assigned often with short notice and could involve adverse weather conditions and extended hours. May be required to supervise others in a limited capacity as the situation demands. Provide training sessions for new officers, when requested. May be assigned to work special investigations on a temporary basis as deemed necessary by the department. Performs surveillance operations sometimes in extreme weather and/or extended periods of time without relief.

Position Overview:
The University of Kansas in Lawrence, Kansas is a major public research and teaching institution of nearly 28,000 students, 2,600 faculty and 3,400 staff. Reporting to and serving at the pleasure of the Vice Provost for Operations and Chief Human Resource Officer, the Chief of Police is responsible for providing leadership and direction for all operations of the KU Police Department. The incumbent will formulate a strategic vision and mission for the department, develop policies and make policy and procedural decisions related to the operation and delivery of the department, police services and the security of the University. The incumbent will implement procedures for enforcement of agency regulations, state and federal laws and local ordinances.

Position Description:
35% - Leadership: Assume full management responsibility for all Police Department operations. Direct and manage the development and implementation of departmental goals, objectives, departmental services, operations, policies and priorities. Develop Standard Operation Procedures regarding the conduct of crime prevention and law enforcement activities including field operations, support operations, equipment and property management, public and interagency relations, and standards and ethics. Plan, direct and coordinate the department’s functions including crime prevention operations, criminal investigations and control of criminal intelligence data, traffic enforcement and accident investigation, property and evidence control. Develop and implement interdepartmental policies for discipline, conduct and internal investigations. Direct, supervise, motivate and provide leadership to department staff. Commitment to creative a diverse workforce that contributes to a campus wide culture of care and helps everyone in the KU community feel like they belong.
25% - Internal and External Collaboration: Establish and maintain professional relationships with University administrators, employees and students. Provide information about departmental policies, procedures and techniques as they affect the public. Present a professional demeanor to the public. Consult and coordinate with other law enforcement agencies. Serve as a model of excellence and support, promote and emulate the University’s core values of excellence, collaboration, inclusiveness, respect, innovation and integrity. Act as liaison with the key stakeholders.
15% - Fiscal Management: Develop and administer the department’s budget. Approve purchase requests and expenditures and implement budgetary adjustments as appropriate and necessary. Ensure that department equipment and technology replacement cycle is fiscally sound and that the Police Department has state of the art tools to apply against the department mission.
15% - Compliance: Maintain annual law enforcement officer certification as required by state statute. Comply with all laws, rules, regulations, code of ethics and procedures applying to the law enforcement profession.
10% - Planning. Prepare, recommend and implement the Police Department component of strategic plans to meet the University’s current and long-range needs. Review all significant reports, plans and documents drafted by staff members. Direct the writing of new rules and regulations and/or proposals for new programs or projects. Monitor legislation that affects the department.
Required Qualifications:
- Bachelors Degree in Police Science, Law Enforcement, Criminal Justice, Public Administration or a related field.
- Ten years of experience in commissioned law enforcement work with at least five years of progressive advancement in supervisory and administrative capacities.
- Hold and maintain all required police and National Incident Management System (NIMS) training certifications.
- Demonstrated ability to communicate effectively, both orally and in writing as evidenced through application materials, interview, and references. Experience in making public statements as necessary in a law enforcement capacity.
- Supervisory experience.
- Five years of progressive experience in managing, directing, and/or organizing a large organization or unit.
- Experience in handling and responding to sensitive University, community and organizational issues, concerns and/or needs.
Position Requirements:
- This position requires the use of firearms for law enforcement duties and therefore candidates cannot have been convicted or and must be free of any diversions from a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. 922 (d)(9) and (g)(9).

Position Overview:
The Deputy Chief works independently with little or no direct supervision and is held responsible for the efficient operation of their assigned Division. The employee performs duties in accordance with departmental rules and regulations, state personnel, purchasing regulations and laws, city ordinances, law enforcement code of conduct and ethics, the United States Constitution and Bill of Rights and the general principles of law enforcement and police work. The employee will monitor subordinates for compliance with same. The Deputy Chief will brief the Chief of Police on any special assignments or unusual circumstances which may occur from time to time as well as any department issues or events providing all pertinent information. The Deputy Chief may be designated to perform the duties of the Chief and serve as Acting Chief of Police in the Chief’s absence.

20% - Organize, direct, assign and review the work of the Division employees. Determine time and resources to be expended by subordinates. Disseminate department policy, instructions and assignments to first line supervisors. Coordinate manpower allotments and scheduling with shift supervisors. May need to fill in for schedule vacancies and perform other duties as assigned to assist with staffing coverage as needed. Review timesheets and forward them to the departmental payroll person. Enforce department rules and regulations. Provide probationary and annual performance evaluations for subordinates. Ensure conformity in regulation enforcement and in proper discipline. Actively assist personnel in the performance of their duties. Comply with EEO/Affirmative Action principles and policies in all areas of staff responsibility.
10% - Establish and maintain professional relationships with University of Kansas Administrators, Faculty, Staff, Students, KUPSO employees and other law enforcement agencies. Use a variety of communication skills and techniques when contacting and communicating with members of the KU community treating all fairly and with dignity and respect. Serve as a positive role model for the department with an internal focus on mentoring employees and promoting high morale. Serve on various university and community committees. Provide information upon request about police policies and procedures or law enforcement techniques as they can affect public interaction and support. Provide information to staff and department personnel concerning crime trends, updated legal information, current police methods and KU current events. Present a professional demeanor and well-groomed appearance to the public. Appear and testify in court as a professional witness, when summoned. Monitor the application of the current Memorandum of Agreement and represent the Police Department during negotiations with the bargaining unit. Comply with all laws, rules, regulations, codes of ethics and procedures applying to the law enforcement profession.
10% - Carry out all required and appropriate duties as assigned. May be assigned to work special assignments, as deemed necessary by the department that may subject employee to extreme weather and/or extended periods of time without relief. May be designated as in charge of department operations and, as such, will perform the normal duties of the Chief in the Chief’s absence. Assume site command in emergency situations, establishing operational control to direct other agencies, analyzing the situation and adopting a prompt, effective and reasonable course of action.
10%-Acts as the primary media representative for the Police Department as assigned by the Chief of Police. Maintains and establishes professional relationships with local and regional media representatives in order to facilitate the flow of information. Provides appropriate, timely information on crime and other police matters to the media, according to department policy.
5% - Act as the department’s representative on issues related to traffic safety on campus, such as traffic movement, traffic control devices and municipal traffic and ordinances as assigned by the Chief of Police. Maintain and establish relationships with KU Parking and Transit and the City of Lawrence in order to address issues of mutual concern.
5% - Maintain law enforcement certification by state statute and other certifications, as appropriate and/or required. Qualify with duty weapon annually. Develop skill and proficiency in the use of all equipment to include firearms, batons, handcuffs and vehicles. Ensure department personnel receive proper training to keep up-to-date and proficient on changes in law, policy and/or procedures. Keep abreast of issues and other information affecting the proper discharge of duties. Monitor progress of new officers in field training assisting as necessary. Act as the Administration Liaison to Field Training Program.
5% - Lead and select members of the review/interview board for Police Officer positions. Make personnel related recommendations to the Chief of Police concerning employee qualifications, hiring, screening procedures and manpower levels.
5% - Coordinate with all units within the department to ensure a smooth running operation. Information gathered is disbursed to the Chief, and subordinates. Maintain good working relationships with department personnel. Coordinate command management of security at major University events.
Required Qualifications:
- U. S. citizen.
- Possess a valid driver’s license.
- Certified as a law enforcement officer or the ability to be certified without restriction by the Kansas Commission on Peace Officers’ Standards and Training.
- Bachelor’s degree in criminal justice or a related field.
- Minimum of five years of work as a commissioned law enforcement officer.
- Minimum of three years of supervisory experience.
- Ability to qualify annually with duty weapon.
- Successful completion of background check, physical exam, psychological testing and drug screen.
- Free of convictions, expunged convictions, and diversions for any crimes which are a felony or its equivalent under the uniform code of military justice imposed by any state or federal government (KSA 74-5605).

Preferred Qualifications:
- Master’s degree in criminal justice or a related field.
- Minimum of four years of commissioned law enforcement supervisory experience
- Completion of a recognized law enforcement executive development program, such as the FBI National Academy, Southern Police Institute, or similar program.
- Experience with command management of events with large attendance requiring coordinated law enforcement/security/EMS response.

The Police Captain works under the guidance of the Deputy Police Chief or Chief of Police. The employee performs duties in accordance with the departmental rules and regulations, state personnel and purchasing regulations, state laws, city ordinances, law enforcement code of ethics, the United States Constitution and Bill of Rights and general principles of police work. The employee will monitor subordinates for compliance with same. The Deputy Chief or Chief will brief the Captain on any special assignments or unusual circumstances which may occur from time to time, providing all pertinent information.
Position Description:

Oversee reports for conformity with department procedures. Receive and resolve routine complaints. Verify information for internal consistency and value. Constantly evaluate policy and procedures for compliance. Maintain knowledge and provide input on the department budget process. Ensure that personnel receive or are aware of any procedural changes or legal information necessary to perform their duties. Represent their section in staff meetings and provides information to the Deputy Chief or Chief ensuring effective and efficient departmental operations. Recommend procedures, policies or training that would solve problems or streamline operations. Determine when an emergency response is necessary. Respond to the scene of major emergencies or highly sensitive incidents and assume command, if necessary. Makes notifications to the Deputy Chief or Chief as policy dictates or as deemed prudent.

Position Overview:
The Police Sergeant works under the guidance of the Captain, Deputy Police Chief or Chief of Police. This position is responsible for the efficient operation of patrol, investigations and community affairs while providing the proper direction of Detectives/Police Officers in the performance of their duties. This position performs duties in accordance with departmental rules and regulations, state personnel regulations, state laws, city ordinances, law enforcement codes of ethics, the U.S. Constitution and Bill of Rights, and general principles of police work, and monitors subordinates for compliance with same. The Deputy Chief and/or Captain, will brief the Sergeant on any special assignments or unusual circumstances, which may occur from time to time, providing all pertinent information. This position may be required to work special or emergency assignments with little or no notice at the discretion of the Deputy Chief or Chief.
Position Description:
30% - Organize, direct, assign and review the work of Detectives/Police Officers. Schedule, maintain and deploy properly manned shifts; review work while in progress and check completed work through observation and review of reports to ensure that proper police protection is provided. Initiate corrective action when necessary. Disseminate department information, policies, instructions and assignments to police officers at briefing on assigned shift. Prepare own time records and review subordinates' time records insuring recorded time is accurate. Share and coordinate law enforcement activities and administrative directions issued. 10% - Review and coordinate information gathered for reports to ensure proper composition, format and case classification. Comply with report review procedures, ensuring that deadlines are met; errors in content, format and classification are corrected; and follow-up reports are completed. Retrieve necessary report data from department computer system. Ensure complete information is provided to dispatch for completion of computer-aided dispatch (CAD) entry. Review timesheet and prepare payroll summaries for Detectives/Police Officers. Make initial determination on whether probationary officers will continue employment based on performance while in training status. Assist police officers as necessary.
10% - Patrol campus or an assigned area observing, supervising and instructing subordinates. Assist Detectives/Police Officers on major calls or in complex situations where assistance is needed or required. Field inquiries, concerns and complaints of the public responding in an appropriate manner which may involve explaining police procedures and department policy. Provide information to the media, on a limited basis, concerning shift incidents. Use a variety of communications skills and special techniques when contacting members of the community who may include groups with beliefs contrary to those of the employee, persons who may be emotionally excited, as well as people with varied cultural and educational backgrounds in order to maintain control of situations/interviews while avoiding negative consequences such as escalating a potentially explosive situation; making unsubstantiated accusations or innuendoes; and/or unnecessarily alarming individuals.
5% - Review reports and assign follow-up for investigations. Assist in investigations as assigned or needed. Perform duties as outlined in the position description of detective as situations demand.
Position Overview:
Assigned to the Investigations/Support Services Division, Detectives investigate criminal offenses, complete administrative investigations/reviews, and contribute to the development and execution of crime prevention strategies and community engagement initiatives within the KU Police Department. Manages the Emergency Communications team and provides direct supervision of the Emergency Communications supervisor who oversees the daily administration of the unit which is responsible for 24 hour, 7 days a week, emergency communications for law enforcement personnel, fire and medical services, University maintenance and support departments, and handle 9-1-1/emergency phone operations. Ensures unit operates in compliance to all federal, state, county and university laws, regulations and policies. Develops training curriculum and ensures national testing requirements are met by all staff. Serves as a liaison with the city of Lawrence in relationship to integrated 911 systems and dispatch response. Serves on the Public Safety Management team and is responsible for the development of internal and external reporting requirements and development and/or implementation of new University or federal policies including but not limited to the Federal Communications Commission and National Crime Information Center.
Ensures staff have an up-to-date working knowledge of Federal Communications Commission (FCC) rules and regulations pertaining to radio communications and maintenance of logs, National Crime Information Center (NCIC) formats, National Law Enforcement Telecommunications systems (NLETS), Kansas Criminal Justice Information System (KCJIS), and Regional Justice Information system (REJIS) rules and regulations. Ensure that subordinates are knowledgeable and in compliance with FCC rules and regulations in the performance of their duties. Ensure that FCC, University, and departmental policies concerning radio, telephone, alarm systems and telecommunications are adhered to by all section personnel. Receive, investigate and resolve complaints and inquiries from employees, citizens and other agencies regarding services provided, including compiling audio recording of incidents. Serve as the center's liaison with user agencies to resolve operational problems and concerns. Serve as the secondary National Crime Information Terminal Officer and/or Security Officer.
Direct, evaluate and assist in setting policy for and management of the 24-hour Communication Center’s operations that serves as the Public Safety Answering Point (PSAP) for the University, ensuring that the radio and telephone needs of the community are met at a high level. Tools include a county-wide shared radio system, telephone systems (911 and administrative) and University-wide fire and intrusion alarm system. In concert with the Public Safety Administrator, develop, recommend and implement new and revised policies, procedures and work methods based on user needs and service provider requirements.
35% Systems
Provides lead oversite of all communication, telecommunication, and equipment purchase, testing, and maintenance to ensure effective operation. Works as a liaison with Central IT services as it relates to University policies, serve support or connectivity. Researches new products for applicability across all Public Safety units and works with purchasing and leadership on the development of RFP’s or contract. Responsible for fully supporting all related technologies including but not limited to maintenance, upgrades, communication with software vendors, training to users, and ensuring that systems are operational and data is being captured as designed and secured.
Oversee the implementation of operational directives to ensure efficient operations. Provide technical project oversight and management; troubleshoot technical problems. Prioritize problems based on their severity and urgency, test and repair equipment and/or contact vendors; follow-up with vendors and IT managers to ensure prompt problem resolution. Oversee CAD (Computer Aided Dispatch) system and other related equipment to include working knowledge of associated Reporting systems. Monitor systems efficiency to ensure timely resolution of technical problems. Maintain KCJIS connectivity and workstations associated with KCJIS and reports problems to the NCIC agency TAC. Attend conferences, conventions and other various meetings to ensure continuous education and knowledge of state, regional and national trends in 911 technology, policies and procedures. 20% Records Management
Manages and oversees the Records division and related staff to ensure all privacy laws, regulations and policies are enforced across the department for release and dissemination of any criminal history record information. Responsible for all record keeping communications in various formats. Provides reporting to federal, state and university as required. Ensures retention is accurate and is filed according to schedule. Resolves any requests or inquiries regarding confidential or sensitive information.

The KU Emergency Communications Center operates 24 hours a day, 365 days a year, including holidays. Identify frequencies by observing multicolored light indicators on the radio console or hearing and distinguishing voices and/or tones. Use proper methods of transmitting that involves activating buttons located on the radio console and relaying information to responding units and shift supervisors in an accurate and concise manner. Log pertinent information and monitor the status and location of on-duty units.
20% - Answer police department telephone business lines, administrative lines and 911 emergency lines for the University. Use proper communication techniques in answering inquiries dealing with complaints. Prioritize by importance. Develop and administer protocols and procedures for both the University and the participating department for campus integration. The integration will include development of standard operational procedures for departmental employees and service development for campus departments. Implementing and ensuring an exceptional level of integrity is imperative.
